ENHANCING ACCESS TO POLICIES FOR CHILDREN WITH DISABILITIES

On the morning of February 4, 2026, the HCMC Child Welfare Association organized the workshop titled “Recommendations for the Implementation of the Rights of Children with Disabilities,” with the participation of representatives from relevant departments, agencies, mass organizations, social organizations, and institutions working directly with children with disabilities.

The workshop was honored to welcome the following distinguished delegates:

  • Mr. Pham Nguyen Hong Phuc – Officer, Child Protection and Social Assistance Division, Department of Health of Ho Chi Minh City
  • Ms. Nguyen Thi Thu Hien – Representative of the Department of Culture and Sports
    Lawyer Truong Thi Hoa – Head of Truong Thi Hoa Law Office
  • Mr. Tran Cong Binh – Vice President, Ho Chi Minh City Association of Psychological Science and Education
  • Mr. Nguyen Thanh Tam – Former Director of the Inclusive Education Center for Persons with Disabilities

Representing the HCMC Child Welfare Association were:

  • Mrs. Luong Thi Thuan – Chairperson of the HCMC Child Welfare Association
  • Mr. Nguyen Van Tinh – Vice Chairperson of the HCMC Child Welfare Association
  • Mr. Nguyen Ngoc Phuc – Vice Chairperson of the HCMC Child Welfare Association

The workshop also received the participation of representatives from city-level departments, mass organizations, associations, and centers; leaders of the People’s Committees and the Culture and Social Affairs divisions of Chanh Hung, Phu Dinh, Gia Dinh, Binh Thanh, and Thanh My Tay wards; as well as officers responsible for social protection and child protection, together with parents and caregivers.

As part of ongoing efforts to promote and protect the rights of children with disabilities, the HCMC Child Welfare Association organized this workshop to share information, enhance awareness, and discuss solutions to improve children’s access to government policies and support services.

During the workshop, experts, social workers, and representatives from relevant agencies and organizations discussed the current situation regarding children’s access to policies, and proposed a number of recommendations aimed at strengthening access to services in education, healthcare, social protection, and community inclusion.

This activity forms part of broader efforts to ensure that children with disabilities are protected, able to access their fundamental rights, and provided with opportunities for comprehensive development in an inclusive environment where no child is left behind. Strengthening coordination among government agencies, social organizations, and the community is considered an important factor in ensuring that policies for children with disabilities are effectively implemented.

Through activities that facilitate connection, information sharing, and capacity building, the HCMC Child Welfare Association aims to contribute to the development of a more inclusive society, where every child, regardless of circumstances or abilities, is respected, supported, and provided with opportunities to develop.
