Recently, the Ho Chi Minh City Child Welfare Association organized the Conference to review the Pilot Project on Promoting the Rights of Children with Disabilities in HCMC in a coordinated and sustainable manner.
The Conference was honored to welcome leaders of relevant departments and agencies, including Mr. Nguyễn Tăng Minh – Deputy Director of the Ho Chi Minh City Department of Health; Mr. Phạm Hoàng Anh – Deputy Head of the Division of Child Protection and Social Protection, Department of Health; Mr. Huỳnh Tấn Đạt – Director of the Ho Chi Minh City State Legal Aid Center; Mr. Nguyễn Hoài Nam – Head of the Foreign Non-Governmental Organizations Division, Ho Chi Minh City Union of Friendship Organizations; along with representatives from Ho Chi Minh City Police, the Ho Chi Minh City Youth Union, and other related departments and agencies. The Conference was also attended by the Project’s funding partner, the Danish-Vietnamese Association – Dansk Vietnamesisk Forening. Representing the Ho Chi Minh City Child Welfare Association was Ms. Lương Thị Thuận – Chairperson of the Association.
The Project was implemented based on a child rights-based approach, aiming to establish an inter-sectoral support model connecting education, healthcare, rehabilitation, social protection, and legal assistance. Through this model, children with disabilities have gained improved access to essential services, contributing to the realization of their rights to education, healthcare, development, and social participation. During the pilot phase, the Project provided practical support to numerous children and families through professional interventions, provision of assistive devices, and capacity-building for grassroots personnel.
At the Conference, delegates highly appreciated the initial results achieved and candidly discussed challenges encountered during implementation. There was consensus that, to ensure long-term effectiveness and sustainable impact, it is necessary to further strengthen inter-sectoral coordination mechanisms, mobilize additional resources, and maintain an appropriate implementation timeframe.
On that basis, the Ho Chi Minh City Child Welfare Association proposed extending the Project for at least three more years to consolidate the model’s stability, expand service coverage, and further promote the effective and comprehensive realization of the rights of children with disabilities. The Association sincerely appreciates the attention, guidance, and continued support of relevant authorities, agencies, and partners throughout the implementation of the Project.
